It is the responsibility of the referee and the officiating crew to enforce the requirement that all goals must be anchored securely.  No matter what position you have in the officiating crew, MAKE ABSOLUTELY SURE that you check all goals before the match to make sure that they are securely anchored. 

DO NOT ASSUME that they have been checked in the previous game. 

DO NOT ASSUME that the anchors have not shifted or failed because they were checked for the previous match.

DO NOT ASSUME that there is no way the goals cannot fall over.

DO NOT START any match until all goals are securely anchored and cannot fall over.

If goals cannot be anchored, DO NOT PLAY the match. Do not yield to pressure from anyone to play the match. Simply declare the match abandoned and include all details in your match report.
